Lethbridge Man Extradited for role in Cartel Cocaine Importation

Lethbridge… Hector Armondo Chavez has been extradited to the United States for his role in a cocaine importation investigation between Alberta Law Enforcement Response Teams (ALERT), Lethbridge Regional Police Service, and the U.S. Drug Enforcement Administration (DEA).

Chavez, a 28-year-old Mexican national who resided in Lethbridge, was handed over to U.S. Marshalls in Calgary on January 15 and boarded a flight to Colorado. Chavez has been wanted by the DEA in Colorado since 2010 for drug trafficking charges.

Chavez was indicted, along with six others, in 2010 for the importation of cocaine from Mexico.  The cocaine was brought to Colorado, where it was then later sent to Canada.

The investigation dates back to April 30, 2010 when Calvin Wayne Skidmore of Coalhurst, Alta. was arrested at the Del Bonita Port of Entry by U.S. Customs and Border Protection officers. A search of his vehicle yielded 46 packages of cocaine, equating to 16.5 kilograms, concealed in hidden compartments.

In addition to Chavez, two others named in the indictment, Mexican nationals Martin Javier Alamos-Delgado and Martin Javier Alamos-Garcia, remain fugitives in Mexico.  Defendant Javier Batista Cervantes is a Mexican national living in Lethbridge and is appealing his extradition order.  Defendant Hernandez-Renteria is deceased.  Dionisio Salgado, a U.S. citizen, pled guilty in a related case in federal court in Colorado and was sentenced to serve 10 years in prison.  Skidmore pled guilty in a related case in the District of Montana and was also sentenced to 10 years in prison.

According to the U.S. Attorney General, if convicted of conspiracy, Chavez faces not less than 10 years, and up to life in federal prison, as well as up to a $4,000,000 fine.  If convicted of two charges of using a telephone for drug trafficking, Chavez faces not more than 4 years imprisonment, and up to a $250,000 fine, per count.

When you face federal drug trafficking charges, you can run to another country, but you can’t hide there forever,” said U.S. Attorney John Walsh.  “U.S. law enforcement, working with our international partners, can locate a defendant, as was the case with Defendant Chavez, and file extradition papers, which ultimately results in the person returning to the U.S. to resolve the indictment.”

“The extradition of Hector Armondo Chavez to the United States is an example of a commitment to international cooperation,” said DEA Denver Special Agent in Charge Barbra Roach.  “The Drug Enforcement Administration thanks the Alberta Law Enforcement Response Teams (ALERT), Lethbridge Regional Police Service and the Royal Canadian Mounted Police for their assistance in this extradition.”

Lethbridge… Two Lethbridge women were arrested and are facing charges under Alberta’s Drug-endangered Children’s Act after bringing a three-year-old girl to an alleged drug deal, according to Alberta Law Enforcement Response Teams (ALERT).

ALERT Lethbridge, an integrated team consisting of Lethbridge Regional Police Service and RCMP members, made the arrest on May 25 as part of an operation targeting street-level fentanyl sales in Southern Alberta. Moments after witnessing the accused complete a roadside fentanyl deal, with the toddler in the backseat, ALERT terminated the operation and made the arrest.

Officers believed the safety of the child was in jeopardy and made the decision to prematurely conclude the investigation in order to protect the welfare of the child.

A search of the vehicle resulted in the seizure of 27 fentanyl pills and a small amount of crack cocaine. Fentanyl, a highly addictive and deadly opioid, has been linked to a number of overdoses throughout the province and its presence around children causes particular concern for ALERT.

Two Lethbridge women, aged 25 and 26, were arrested. Both are facing drug trafficking charges in addition to charges under Alberta’s Drug-endangered Children’s Act. The accused will not be named in order to protect the identity of the child.

The Drug-endangered Children’s Act makes it clear that children exposed to an adult’s involvement in serious drug activity, such as manufacturing and trafficking, are victims of abuse and need protection. Alberta became the first jurisdiction in Canada to adopt the legislation on November 1, 2006.

Child and Family Services was notified and the child was placed in the care of a family member.

ALERT Lethbridge, an integrated team comprised of Lethbridge Regional Police Service and RCMP members, searched the apartment suite on Lakemount Boulevard South on May 27. Investigators seized nearly $23,000 worth of crack cocaine that was packaged for street-level sales.

Crack is made by dissolving cocaine powder and boiling it in a mixture of water and ammonia or baking soda. Once cooled into a solid substance, it forms into small pieces often referred to as “rocks”. Crack is often smoked and is highly addictive.

The following items were seized as result of the ALERT search warrant:

  • 229 grams of crack cocaine;
  • 75 grams of a buffing agent;
  • $3,065 in cash proceeds of crime;
  • Cooking glassware used in crack production.

The investigation began in early April after ALERT received information about a Lethbridge crack supplier. The target of the investigation, Abdirahman Warsame, 24, was arrested inside the apartment at the time of the search.

Warsame has been charged with:

  • Possession for the purpose of trafficking;
  • Production of a controlled substance;

Calgary… Operation ICE Storm 3 has led to the arrest of 10 child sexual exploitation suspects. ALERT’s Internet Child Exploitation team made the arrests in Calgary, Medicine Hat, and Lethbridge.

Internet Child Exploitation (ICE) team initiated Operation ICE Storm 3 in November 2015 and focused on high-level targets that were sharing and distributing vast collections of child sexual exploitation photos and videos.

ICE is an integrated team that includes members of Calgary Police, Lethbridge Police, and Medicine Hat Police, and RCMP members. ICE investigates offences involving child pornography, any computer-related child sexual abuse, child luring over the Internet, voyeurism involving victims under the age of 18, and child sex trade/tourism.

Over the past eight months, ICE investigators conducted 30 search warrants across Southern Alberta and seized 285 computers, mobile devices, and storage drives. Approximately half of the devices seized have been analyzed thus far, representing 40 terabytes of data, and nearly 50,000 child sexual exploitation photos and videos have been identified.

Some of the victims in the photos are estimated to be as young as 6 months and depict extreme sexual abuse.

At this point of the investigation, ICE investigators do not believe any of the victims are from Alberta, or that any hands-on offences had taken place. Anyone with information about this investigation, or any child exploitation offence is encouraged to contact police or cybertip.ca.

Operation ICE Storm 3 focused on child sexual exploitation photos and videos being traded on peer-to-peer file sharing networks. ICE prioritized suspects with the largest collections and some of the most graphic content.

A total of 10 suspects were arrested and each face charges of possession of child pornography, access child pornography, and make available child pornography.

  • Troy Millington, 45, of Calgary;

Child Exploitation Charges Against Calgary Man

Lethbridge… ALERT’s Internet Child Exploitation team has arrested a 61-year-old Calgary man for alleged child sexual exploitation offences committed against a Lethbridge teen.

Laurence Bouwmeester, 61, was arrested by Internet Child Exploitation (ICE) investigators at his Calgary home on August 23. ICE members from Calgary Police, Lethbridge Police, and RCMP collaborated on the case.

ICE alleges that Bouwmeester was engaged in an inappropriate sexual relationship with a Lethbridge teen boy, who was 14 years old when they had met online. The relationship progressed to physical sexual offences being committed and took place over a period of two years.

ICE began investigating when a complaint was made to Lethbridge Police in March 2016. The victim’s parents discovered sexually explicit messages, photos, and videos on the victim’s computer. ICE took over the investigation and was able to identify the suspect.

When ICE searched Bouwmeester’s home a number of electronic devices and computers were seized. An initial scan of the seized devices found a number of child sexual exploitation photos, which also led investigators to believe there might be additional victims.

Anyone with information about this investigation, or any child exploitation offence is encouraged to contact local police or cybertip.ca.

Bouwmeester was held in custody and is scheduled to appear in court on September 2 for the following charges:

  • Sexual assault;
